The Advisory Committee on Apprenticeship and the Office of Apprenticeship have recently issued a paper titled --"Recommendations to Encourage Registered Apprenticeship – Community-Based Organization Partnerships" -- focusing on the importance of increasing connections among the Registered Apprenticeship system and Community-Based organizations (CBOs). The “white paper” aims to help address the need of American industry for a highly skilled workforce, and offer recommendations for providing often under-represented populations a viable pathway to the middle class.
During the Summer of 2012, the Secretary of Labor challenged the Advisory Committee on Apprenticeship (ACA) to develop recommendations that leverage the Registered Apprenticeship model and its system of over 250,000 employers, joint labor-management organizations, and industry and educational partners to help ensure America stays competitive in today's global economy. Through months of hard work, the ACA developed the "Shared Vision for Increasing Opportunity, Innovation, and Competitiveness for American Workers and Employers: A Report from the Secretary of Labor’s Advisory Committee on Apprenticeship.” This report reflects their recommendations for advancing Registered Apprenticeship into the 21st Century. Since 1901, the Puget Sound Naval Shipyard (PSNS) and Intermediate Maintenance Facility (IMF) Apprenticeship Program, in Bremerton, Washington has used the Registered Apprenticeship model to train the builders of our nation’s submarines and aircraft carriers all over the world. Today, the PSNS and IMF also partners with post-secondary educators to offer participants the opportunity to earn an Associate’s Degree as they complete their apprenticeship. Read more here.

The Seafarers International Union(SIU)-affiliated program is the largest of its kind for entry-level seafarers in the United States.
