This report is an environmental scan of the impact of recent policies and investments supporting “green jobs” on current and potential Registered Apprenticeship and other labor management training programs. The scan highlights the trends, activities, and changes that are underway in several key industries that will likely make up a significant portion of the emerging green economy.
The U.S. Chamber of Commerce’s Institute for a Competitive Workforce (ICW) and the National Career Pathways Network (NCPN) have released a joint publication, Thriving in Challenging Times: Connecting Education to Economic Development Through Career Pathways. This resource highlights successful career pathway models that create relevant, challenging learning environments for students and are designed to increase American employers' access to highly-skilled, qualified workers. Thriving in Challenging Times profiles 17 local and two statewide career pathways programs in multiple industry sectors, documenting the challenges, strategies, results, and business engagement each partnership has experienced.

The Department of Energy has announced the availability of $100 million in funding from the Recovery Act to support workforce training for the electric power industry. This initiative will expand job creation and career advancement opportunities associated with smart grid and electricity transmission projects and will help establish training programs for workers in the utility industry and electrical manufacturing sectors who will play a key role in modernizing the country's electrical grid.
The Center for Energy Workforce Development (CEWD) will be hold its 2009 annual Summit on October 7 - 9 in Indianapolis. The theme for this year’s Summit is “Get the Most from Your Energy Workforce Development Investment.” The Summit is geared toward human resources, technical training, operations, community relations, workforce planning and workforce development professionals who are interested in the energy-related industries.
The Kansas Department of Commerce will host the second Kansas Wind Supply Chain Workshop on Jan. 14 from 1?5 p.m. at the Hyatt Regency in Wichita. The workshop will provide manufacturers an orientation to the supply chain needs of the wind energy industry. Topics include: the basics of wind energy systems; quality standards required by OEMs; challenges involved in transitioning to the wind energy supply chain; and overall growth trends in the wind industry. The workshop is open to all Kansas manufacturers interested in entering the wind supply chain, including those that operate a foundry, forge, machine shop or fabricating plant, or for those that operate a factory that produces power electronics, control systems, hydraulics, fasteners, brakes, blades, nacelles or supplemental equipment for the wind industry such as ladders, elevators, hoists, fire suppression, lighting or meteorological equipment. Registration is $45 per person.

The Department of Labor`s Office of Disability Employment Policy (ODEP) has awarded a cooperative agreement to Cornell University`s Employment and Disability Institute, School of Industrial and Labor Relations in Ithaca, N.Y., to establish a national technical assistance center for employers on employment of people with disabilities. The purpose of the center will be to conduct innovative research, assist ODEP in developing demand-side policy, and share best practices with employers on the recruitment, hiring, retention and advancement of people with disabilities. Cornell University`s Employment and Disability Institute, School of Industrial and Labor Relations will receive $1.6 million to lead a consortium for the center, which will include the AFL-CIO Center for Green Jobs, the Altarum Institute, the Conference Board, the Institute of Educational Leadership, the National Business and Disability Council, Rutgers University`s John J. Heldrich Center and the U.S. Business Leadership Network.

The collaborative effort combines funds from the American Recovery and Reinvestment Act from the State Energy Program, Workforce Investment Act Governor's Discretionary 15 percent portion of the federal Workforce Investment Act, Assembly Bill 118 Alternative and Renewable Fuel and Vehicle Technology Program plus public-private partnership matching funds. In the case of Solano Community College, a green building and clean energy pre-apprenticeship training program will get a total of $418,751 including $165,505 from the governors 15 percent portion of the federal Workforce Investment Act and $253,246 in state energy program funding.
