The Benefits and Challenges of Registered Apprenticeship: The Sponsors’ Perspective

This is a study ETA commissioned by Robert Lerman of the Urban Institute and American University, “The Benefits and Challenges of Registered Apprenticeship: The Sponsors’ Perspective.” Findings show that 97 percent of Registered Apprenticeship sponsors—employers and labor-management programs alike—are highly satisfied with the model and would recommend it to other businesses. More than 80 percent of sponsors say that they use Registered Apprenticeship to meet their need for skilled workers. Another 72 percent say that Registered Apprenticeship helps them show which workers have needed skills; and 68 percent feel that the model raises productivity, strengthens worker morale and pride and improves worker safety. Few other publicly funded workforce programs have this level of satisfaction from employers and labor-management partnerships.

Thriving in Challenging Times profiles 17 local and two statewide career pathways programs in multiple industry sectors, documenting the challenges, strategies, results, and business engagement each partnership has experienced.

Pre-Apprenticeship Programs: Results from a National Survey

The Aspen Institute's Workforce Strategies Initiative recently conducted a nationwide census project aimed at pre-apprenticeship programs in the construction trades. Funded by the Annie E. Casey Foundation, the survey explored the number, geographic location, and scope of construction pre-apprenticeship programs. The survey generated responses from 260 pre-apprenticeship program leaders from across the United States. The research paper describing the results of the survey covers topics such as program size, organizational types and affiliations, the range of services provided, the current challenges programs face and the demographic groups the programs serve. To build on this work, WSI has received a grant from the Annie E. Casey Foundation to interview a select group of leaders from some of the nation's most successful pre-apprenticeship programs. The results of these interviews will provide a more in-depth analysis of successful program models and promising practices in pre-apprenticeship programs. In conjunction with the results from the survey, the interview results ultimately will provide decision-makers and stakeholders with a picture of several different approaches to pre-apprenticeship programs and strategies across the U.S. To learn more about WSI's research on construction pre-apprenticeship programs, download the report.

California's Forgotten Middle-Skill Jobs

This analysis reveals that middle-skill jobs make up over half of the jobs in California's labor market. Without greater investments in education and skills training, future growth in the supply of educated workers will likely fall short of the growth in labor market demand. Representatives of EDGE, a non-partisan, statewide nonprofit coalition working to propose policy to prepare Californians for the high-wage, skilled jobs that will drive the state's economic recovery, will meet the state's congressional leaders in Washington, DC on November third to review the study's findings and discuss further federal efforts to ensure all workers can get the skills they need to play a role in economic recovery. Registered Apprenticeship is mentioned as part of the solution throughout the report. The California EDGE campaign will brief state policymakers on the report's findings and begin to explore ways to make California a leading state in addressing the middle-skills gap.

Registered Apprenticeship- An Economic Strategy for Business in America by Heather Stefan

Heather A. Stefan is the Director of Apprenticeship for the State of Louisiana. An active member and former Executive Board participant of the National Association of State and Territorial Apprenticeship Directors, she is a strong advocate of registered apprenticeship, both nationally and on the state level. In addition, she is a regular contributor to the U.S. Department of Labor’s “21st Century Apprenticeship Community of Practice” on the Workforce3One website, and a former lobbyist and organized labor representative for the Louisiana AFL-CIO.

New Mexico’s Green Economy: Capitalizing on Assets and Opportunities

New Mexico State University has a role in New Mexico Green Jobs development, according to Vice Provost for Engagement Paul H. Gutierrez, who represented NMSU and the New Mexico Department of Agriculture while serving on Governor Bill Richardson’s Green Jobs Cabinet. The cabinet, with representation from the state’s higher education, public education, workforce solutions and economic development departments, has delivered to the governor the Green Job Cabinet Report on green jobs in New Mexico. He states, "The latest directory of job titles from Occupational Information Network (O*Net) features a variety of new entries that many people have never heard before. Despite Economy, Manufacturers Are Struggling To Find Skilled Workers

The New York City Green-Collar Jobs Roadmap comes from a positive vision for the city: an inclusive green economy that employs thousands of New Yorkers in green-collar jobs that help upgrade our infrastructure, improve the health of our communities, and reduce our nation’s reliance on imported energy that degrades the environment.
